NOTE 101 These appliances are used for processing food for commercial consumption, for example in kitchens of restaurants, canteens, hospitals and in commercial enterprises such as bakeries, butcheries, etc. The electrical part of appliances making use of other forms of energy is also within the scope of this standard. IEC 60335-2-96:2024 deals with the safety of flexible sheet heating elements intended to be incorporated into floors and walls below 1,2 m and above 2,3 m and in ceilings, their rated voltage being not more than 250 V for single-phase installations and 480 V for other installations including direct current (DC) supplied appliances. Flexible sheet heating elements are converted into heating units that are incorporated in the building in accordance with the instructions after which the required level of protection against hazards is achieved.
Attention is drawn to the fact that
- in many countries, different wiring rules apply;
- for heating units intended to be used in vehicles or on-board ships or aircraft, additional requirements can be necessary;
- in many countries, additional requirements are specified by the national authorities for fire protection, the national authorities for building regulations, the national health authorities, the national authorities responsible for the protection of labour and similar authorities.
This standard does not apply to
- heating units intended exclusively for industrial purposes;
- heating units intended to be used in locations where special conditions prevail, such as the presence of a corrosive or explosive atmosphere (dust, vapour or gas);
- blankets, pads, clothing and similar flexible heating appliances (IEC 60335-2-17);
- foot warmers and heating mats (IEC 60335-2-81);
- heated carpets and for heating units for room heating installed under removable floor coverings (IEC 60335-2-106);
- flexible sheet heating elements incorporated in other appliances.
This third edition cancels and replaces the second edition published in 2019. This edition constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous edition:
a) alignment with IEC 60335-1:2020;
b) conversion of some notes to normative text (Clause 1, 5.2, 7.12.101);
c) correction to reinstate the touch current limit in 22.105.
This part 2 is to be used in conjunction with the latest edition of IEC 60335-1 and its amendments unless that edition precludes it; in that case, the latest edition that does not preclude it is used. It was established on the basis of the sixth edition (2020) of that standard.

IEC 60335-2-15:2012+A1:2016 deals with the safety of electrical appliances for heating liquids for household and similar purposes, their rated voltage being not more than 250 V. Appliances intended for normal household and similar use and that may also be used by laymen in shops, in light industry and on farms, are within the scope of this standard. If the appliance is intended to be used professionally to process food for commercial consumption, the appliance is not considered to be for household and similar use only. As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account persons (including children) whose physical, sensory or mental capabilities; orlack of experience and knowledge prevents them from using the appliance safely without supervision or instruction or children playing with the appliance. This sixth edition cancels and replaces the fifth edition published in 2002 including its Amendment 1 (2005) and its Amendment 2 (2008). The principal changes in this edition as compared with the fifth edition of IEC 60335-2-15 are as follows:

This International Standard is applicable to controls for building automation within the scope of ISO 16484.

This standard applies to controls powered by primary or secondary batteries, requirements for which are contained within the standard, including Annex V.
1.1.1 This International Standard applies to the inherent safety, to the operating values, operating times, and operating sequences where such are associated with equipment safety, and to the testing of automatic electrical control devices used in, or in association with, equipment.
This standard applies to controls using thermistors, see also Annex J.
This standard is also applicable to the functional safety of low complexity safety related systems and controls.
1.1.2 This standard applies to automatic electrical controls, mechanically or electrically operated, responsive to or controlling such characteristics as temperature, pressure, passage of time, humidity, light, electrostatic effects, flow, or liquid level, current, voltage, acceleration, or combinations thereof.
1.1.3 This standard applies to starting relays, which are a specific type of automatic electrical control, intended to switch the starting winding of a motor. Such controls may be built into, or be separate from, the motor.
NOTE Starting relays are tested as voltage sensing or current sensing controls.
1.1.4 This standard applies to manual controls when such are electrically and/or mechanically integral with automatic controls.
NOTE Requirements for manual switches not forming part of an automatic control are contained in IEC 61058 1.
1.1.5 This standard applies to a.c. or d.c. powered controls with a rated voltage not exceeding 690 V a.c. or 600 V d.c.
1.1.6 This standard does not take into account the response value of an automatic action of a control, if such a response value is dependent upon the method of mounting the control in the equipment. Where a response value is of significant purpose for the protection of the user, or surroundings, the value defined in the appropriate household equipment standard or as determined by the manufacturer shall apply.
1.1.7 This standard applies also to controls incorporating electronic devices, requirements for which are contained in Annex H.
1.1.8 This standard applies also to controls using NTC or PTC thermistors, requirements for which are contained in Annex J.
1.1.9 This standard applies to the electrical and functional safety of controls capable of receiving and responding to communications signals, including signals for power billing rate and demand response.
The signals may be transmitted to or received from external units being part of the control (wired), or to and from external units which are not part of the control (wireless) under test.
1.1.10 This standard does not address the integrity of the output signal to the network devices, such as interoperability with other devices unless it has been evaluated as part of the control system.
