Võrreldes 2003. aasta versiooniga ei ole uustöötluse ülesehitus palju muutunud, vähenenud on peatükkide arv, kuna varasemad peatükid 4 ja 5 on liidetud üheks peatükiks "Linnaliiklus ja liikluse planeerimine". Peatükkide liitmise põhjuseks oli ühelt poolt see, et peatükkides käsitletavad teemad moodustaksid ühtsema terviku, ja teiselt poolt loobuti planeerimis- ja projekteerimisprojektide erinevate etappide detailsest ning pakkumisdokumentatsiooni käsitlemisest üldse. Väiksemaid struktuurseid muudatusi on siiski ka mujal. Struktuuri muutmisest olulisemaks peeti uue versiooni koostamisel suhtumise muutmist tänavaruumi kavandamisse tervikuna. Sellega seoses on esile tõstetud vähem kaitstud liiklejatele paremate tingimuste loomist, et nad ei tunneks ennast tänavaruumist tõrjutute ja ohustatutena. On püütud tagada kooskõla seisukohtade ja eesmärkidega, mida püstitab Liiklusohutusprogramm aastateks 2016–2025 ja seda mitte ainult deklaratiivselt, vaid ka uute projekteerimise põhimõtete, tehniliste lahenduste ja erinevate teeelementide parameetrite kaudu. Liiklusohutuslikke eesmärke peaks teenima tänavafunktsioonide mitmekesistamine ja uue tänavaliigi lisandumine, aga ka konkreetsemad piirid erinevate liiklejatele omavaheliseks eraldamiseks või liiklusruumi ühiseks kasutamiseks tänava ristlõikes. Otsustuste aluseks on tänava funktsioon ja koht tänavavõrgu hierarhilises süsteemis. Siit tuleneb see, millise kiirusega võivad mootorsõidukid liikuda ja kuidas tagatakse soovitatavast kiirusrežiimist kinnipidamine ja ohutu sõiduteeületus kergliiklejatele või hoopiski võimalikult kaasliiklejaid arvestav sama liiklusruumi kasutamine. Täiendatud on parkimisnormi nii jalgrataste kui ka sõiduautode tarbeks. Võrreldes varasemaga on mõlemaid norme suurendatud, samas ei ole jalgrataste parkimiskohtade normi viidud päriselt teiste Põhjamaade linnade normiga samale tasemele, sest muutused ei saa toimuda liialt hüppeliselt. Liikumisviiside tegelik muutus loob tulevikus võimalused jalgrataste parkimiskohtade arvu suurendamiseks parklates sõiduautokohtade vähendamise arvel. Täiendatud on kõiki peatükke, enamikus tabelites on muudatusi erineval määral. Suuremad muudatused puudutavad trammiteede ja kergliiklusteede projekteerimist ning liikluse rahustamise kavandamist. Rõhutamist vajaks vast see, et ka tehnovõrkude kujasid puudutavates tabelites on muudatusi.

This Estonian Standard is recommended for application in spatial planning and design of public streets, local roads in densely populated areas and open-access private roads. Standard is not intended for state highways and open-access roads in rural areas where traffic environment is more similar to highways – in such cases the road design regulation, enforced according to the Construction Law, shall be applied. When agreed between the Local Government and Road Administration, the Standard may be applied on state road sections, located in cities, towns and settlements.
